Tidy Towns - Litter Control

How we deal with our waste has a direct impact on how we deal with the environment. For the most part, our decisions as consumers will help or hinder the environment. After years of throwing so much away, we are realising that “out of sight is NOT out of mind”. What we throw in the bin, onto the tip, or pour down the drain is part of our responsibility and affects the environment.

The following pages are there to inform and help those who want to choose a more sustainable lifestyle. In certain aspects of lives using a little common sense can make a difference especially when it comes to the waste we produce. It benefits the environment and ourselves, so we can enjoy a healthier planet as well as providing one for the next generation.

The Waste Management Hierarchy governs Ireland’s waste legislation, and is emphasised in all the local authorities Waste Management Plans. Ireland ranks near the bottom of the pyramid at disposal and we need to move upwards towards waste prevention and minimisation but the amount of landfill sites available are decreasing rapidly every year. The only alternative is to educate people on waste prevention and minimisation. We can all help reduce the amount of waste by minimising the amount we produce and the waste that cannot be reused may be recycled or composted. Waste that cannot be reused, recycled or composted needs to be disposed of safely.

We don’t have to stop using the earth’s resources but we do have to stop wasting them.

Only 5.6% household waste was recycled in Ireland in 2001.

Producing recycled paper involves between 28-70% less energy and uses less water than virgin paper.

When a product is described as "recycled", this means that it contains some material,
which has been recovered or reprocessed

A child uses 5,850 disposable nappies in the first few years of their lives.
This weighs the same as an average family car.

For every tonne of paper used for recycling 17 trees are spared, 7000 gallons of water are saved,
4200kWh less of electricity is used.

Enough energy is saved by recycling one aluminium can to light a 100 watt light bulb for 20 hours.

Litter continues to be a major problem in Ireland. It is one of the main complaints visitors have and it seems the problem is getting worse.


Litter and the Law
In a bid to tackle the on-going litter problem, the Litter Pollution Act was introduced in 1997 giving local authorities the power to prosecute those found littering or illegally disposing of waste. If found to be littering you will receive a fine of €150 and could face prosecution and higher fines.


Litter - The Facts!
Did you know that under Litter Pollution Act 1997, you are breaking the law when....
  • You create litter in a public place
  • You present your household refuse for collection in a manner that creates litter
  • You own, hire or drive a car and litter is dropped from it
  • You fail to clean up if your dog fouls in certain public places, whether on the street or at a park or on the beach or - be warned - in the garden of another person’s house

    If you are a business you should be a ware that you are breaking the law when....

  • You create litter in the carrying on of a business, trade, or activity or in loading, transporting or handling anything
  • You present your commercial/business waste for collection in a manner that creates litter.
  • You place unauthorised articles or advertisements on and deface any structure or other land, door, gate, window, tree, pole or post visible from a public place
  • You operate a mobile outlet and you don’t provide litter bins or don’t clear up litter resulting from your activities
